Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, the Philippines, and Vietnam.

 

Humanis seeks qualified candidates for the position of:

Background

All around the world, those in power, not only in autocratic governments but in established democracies as well, are increasingly imposing restrictions on civil society to freely express themselves, to protest against systemic injustices and to organize themselves to defend fundamental human rights. Digital tools and platforms carry the potential to create safe and brave spaces for trust-based collaboration and increased access to information, but they remain shaped by unequal access, as well as undermined by increasingly sophisticated digital surveillance and attacks by state and non-state actors.

With support from the Norwegian Agency for Development Cooperation (NORAD), Hivos and Humanis is implementing a project called Connect, Defend, Act! (CDA). The project will respond to the issue of shrinking civic space and amplify civil society-led action in Colombia, Indonesia, Malawi, and the occupied Palestinian territory by supporting Civil Society Actors in their efforts to defend and expand civic space. Civil Society Actors and Rightsholders who are taking action to defend and expand civic space are confronted with an array of political, institutional, legal, and societal forces actively working against their goals. While each country covered by this project faces unique contextual challenges, Civil Society Actors have shared needs across all
contexts, including safe and trustworthy spaces for evidence-based learning and strategizing, strengthened capacity to respond to mounting digital attacks, and access to funding to increase organizational flexibility and resilience. The project has the following goal and three strategic objectives:

  1. By promoting coalition building among diverse Civil Society Actors, including Human Rights Defenders, Rights holder-led civil society organizations, and independent media actors, grounded in civil society-led evidence gathering and knowledge production, and facilitated by context-specific Communities of Action.
  2. By contributing to safe and inclusive digital civic spaces for sustained collaboration and action among Civil Society Actors through localized holistic digital security capacity strengthening, knowledge production, and active referral to digital protection providers.
  3. By increasing Civil Society Actors’ flexibility to rapidly respond to changes in civic space through organizational capacity strengthening and the provision of strategic funding for sustainable action.

 

The project aims to strategically support relevant actors within civil society whose work actively contributes to civic space from the perspective of different sectors and interests, particularly including groups who are marginalized within civil society, such as women, youth, sexual minority, indigenous people, and others. Across all activities and outcomes, the project will promote local ownership and leadership, with Hivos and Humanis taking a facilitating and supporting role that emphasizes Civil Society Actors’ agency and existing knowledge.

 

Objective

In line with Output 2.1 of the Connect, Defend, Act! (CDA) project, as well as findings from the CDA Baseline Study, the CDA Strategic Document, and the Holistic Security Feminist (HolsecFem) project, there is a clear need for comprehensive, country-level assessments of holistic safety and security needs. These assessments should focus on both the core groups within CDA and HolsecFem, as well as the broader community of Civil Society Actors (CSAs) they engage with. The goal is to identify and analyse context-and group-specific risks, threats, and existing skills, knowledge, and infrastructure within civil society.

This assignment supports the Connect, Defend, Act! (CDA) project in conducting a Holistic Safety and Security Assessment that empowers Civil Society Actors (CSAs) in their efforts to protect and expand civic space. The document will build upon insights from the CDA Baseline Study, the CDA Strategic Document, and the HolsecFem project. Additionally, it presents an opportunity to integrate newly surfaced evidence while ensuring that the perspectives and lived experiences of diverse and inclusive rightsholders are meaningfully incorporate

 

Scope of Work

The consultant’s scope of work is as following:

  1. Mapping of CDA Core Group, HolsecFem Core Group and Civil Society Actors to participate in the Holistic Safety and Security Assessment (together with Humanis)
  2. Developing tools for Holistic Safety and Security Assessment that also can be adapted/utilized by facilitators of HolsecFem
  3. Leading and Documenting the Holistic Safety and Security Assessment process for the CDA Core Group and HolsecFem Core Group
  4. Providing technical assistance to the projects’ core group members in the development and implementation of the organizational holistic safety and security guideline and/or mechanism after the workshop and needs assessment
  5. Developing the holistic safety and security workshop syllabus for further project’s purposes

 

The consultant’s expected deliverables are as following:

  1. Inception report including the mapped of actors that needs to be participated in the assessment
  2. Set of tools for Holistic Safety and Security Assessment
  3. A holistic safety and security needs assessment report
  4. Holistic safety and security workshop syllabus
  5. Recommendation for guideline and/or mechanism for organizational holistic safety and security of each core group member and Civil Society Actors participated in the assessment

 

All deliverables shall be written in clear, simple English and Bahasa Indonesia, with a well-organized structure and easily understood terminology. The approach needs to aimed at bringing diverse perspectives to the assessment, ensure meaningful participation from different rightsholders groups and bridge the gaps between existing information with the additional insights.

In instances where confidential issues are to be addressed in the document, the consultant (together with Humanis) should ensure the potential risk are mapped and mitigated during any stage of the assessment process.

Consultant Requirements

  • Experience working with marginalized and vulnerable groups
  • Strong comprehension and analytical skills in civic space issues, human rights, and gender equality
  • Proven track record in conducting holistic safety and security assessments and holistic safety and security related activities
  • Demonstrated expertise in supporting civil society organizations to strengthen holistic safety and security capacities
  • Ability to work independently and meet deadlines
