Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, and the Philippines.

 

Humanis seeks qualified candidates for the position of:

ETHICS AND CONFLICT OF INTEREST

The consultant shall comply with the principles stipulated in the Humanis Safeguarding Policy to ensure the assessment processes are promoting and protecting people’s health, well-being and human rights, and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures and activities seeking to address the welfare of staff, partner organization(s) and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation and applying research ethics that ensure and acknowledge respondents’ rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.

 

Background

The Fisherfolk Empowerment for Climate Resilience and Sustainability (FOCUS) program aims at building a sustainable food system for the fisherfolk community in five districts in Central Java (Batang, Kendal, Semarang, Demak, and Jepara) through integrated coastal management. This program is supported by The Norwegian Agency for Development Cooperation (NORAD) and is the result of co-creation process between Hivos, Yayasan Humanis dan Inovasi Sosial (Humanis), Koalisi Rakyat untuk Keadilan Perikanan (KIARA), Pusat Kajian Sumberdaya Pesisir dan Lautan, IPB University  (PKSPL-IPB), and Wahana Lingkungan Hidup Indonesia (WALHI).  Within the four years of project period (15 December 2022 – 15 December 2026), the advocacy, awareness raising, and capacity development will be provided in cooperation with local authorities and other stakeholders to implement the activities under four outcomes:

  • Inter-sectoral coordination platform produced policy recommendation/draft of policies/other legal documents on integrated coastal management for a sustainable food system
  • Local stakeholders apply improved/adaptive sustainable fisheries and coastal management to mitigate disaster risk & impact of climate crisis
  • Sustainable and inclusive livelihoods opportunities for coastal communities are promoted, particularly among women and the youth
  • Public increased their understanding and engagement on sustainable management of marine and coastal assets (fisheries, mangroves, reefs) and climate crisis

 

Objective

The primary objective of this assignment is to conduct a Midline Study, focusing on collecting data and information for a set of performance indicators outlined in the FOCUS Project’s results framework.

 

Scope of work

The Midline Study will cover target groups and locations of the project that has been described in the Project Information.

  

Qualifications and Experiences :

The selected consultant or institution should meet the following qualifications and experience requirements to conduct the midline study for the FOCUS Project:

  • Expertise in Research and Evaluation. The Team Leader should be an evaluation expert with at least 10 years of professional experience in evaluating programs. They must have demonstrated experience in conducting midline or similar evaluation studies, particularly in coastal resource management, sustainable fisheries, climate resilience, food security, or community-based development. Additionally, they should possess strong expertise in qualitative and quantitative research methodologies, including participatory approaches, gender-sensitive data collection techniques, and the development of research tools for impact assessment, stakeholder analysis, and policy evaluation.
  • Technical Knowledge and Sectoral Experience.
    • In-depth knowledge of integrated coastal management (ICM), fisheries governance, marine conservation, and climate adaptation strategies.
    • Familiarity with gender equality and social inclusion (GESI) principles, particularly in relation to fisheries, food security, and coastal livelihoods.
    • Understanding of the political, economic, and social dynamics influencing coastal communities, including the Blue Economy and sustainable livelihoods.
  • Stakeholder Engagement and Facilitation Skills
    • Experience in engaging and working with diverse stakeholders, including fisherfolk, local communities, government agencies, private sector actors, CSOs, and academia.
    • Ability to conduct inclusive consultations, focus group discussions, and interviews with key informants, ensuring meaningful participation from marginalized and vulnerable groups.
  • Compliance and Ethical Standards
    • Commitment to ethical research standards, including safeguarding principles, informed consent, and data confidentiality.
    • Awareness of and adherence to national and international guidelines on research ethics, including those related to human rights, gender equality, and indigenous knowledge.
