Advocacy Training for Strategic Partnership Green and Inclusive Energy, Myanmar

Hivos Southeast Asia (Hivos SEA) seeks qualified candidates for the position of Advocacy Training for Strategic Partnership Green and Inclusive Energy in Yangon, Myanmar.

Background

Strategic Partnership Green and Inclusive Energy is a 5 years programme that is initiated by Hivos with the support of the Dutch Government, and implemented in four different regions, namely Southeast Asia, East Africa, South Africa, and Latin America. The Strategic Partnership (SP) Program’s mandate is to enhance local civil society’s advocacy capacity to influence policies, including energy policies. Hivos is strengthening the capacity of select CSOs that could undertake these activities in a range of countries.

As its objective is to enable all organizations in the Programme to do policy advocacy, it is important for partners to be able to design an advocacy strategy for both as individual organization and also collaborative as a coalition. Included in the training is the skills to do policy advocacy. The skills expected in this regard include negotiations and positioning with various stakeholders (Government, investors, and communities).

Hivos did a scoping mission to Myanmar in 2017 and follow by in-depth stakeholder Theory of Change workshop in 2018. These activities provided interesting insights in the potential of supporting local organisations who are active in the field of small scale and decentralised renewable energy. With that takeaway, Hivos is planning to conduct the Advocacy and Policy Influencing training for partners (national CSOs and renewable energy associations) in Myanmar.

Scope of work

Referring to the specific decentralised renewable energy agenda and different skills of the targeted participants, it is envisaged that this training will be customised to ensure the maximum adoption in Myanmar context. Overall, the scope of work as follows:

  • Needs and capacity assessment. To be conducted before the meeting through survey or interview with participants
  • Improve the training design based on the assessment and input from Hivos
  • Conduct the advocacy and policy influencing training in Yangon
  • Develop coaching/mentoring scheme for around one months with the participants

Expected deliverables

The expected deliverables of the Consultant are:

  • The Consultant will require to design and propose an advocacy training on Green and Inclusive Energy based on the assessment;
  • Conducting advocacy training;
  • The Consultant is required to write an activity report with recommendations based on the training and coaching session.
  • Advocacy plan made by partners based on training and coaching processes. 

Duration

Up to 18 days’ level of effort (LOE) over the course of eight weeks, from on/around June to August 2019.

Tentative schedule with estimated LOE allocation below :

Week 1: Needs and capacity assessment (2 days)

Week 2: Design the custom-made training and feedback with Hivos (2 days)

Week 4: Conduct the training (3-4 days)

Week 5-8: Remote coaching session & Final Report (10 days)

Requirements

Hivos is seeking for a Consultant with the following requirements:

  • The training can be done by an individual or training organizations with experience on policy advocacy training
  • The Candidate must have experience at minimum 5 years in doing policy advocacy training
  • Having advance knowledge on Energy issue in Myanmar, local presence with resources speaking in local language is an advantage
  • Interested Candidate must submit a proposal on how the training will be conducted, along with the expected budget
  • The advocacy training is expected to be conducted in June or July 2019.
