Hivos Southeast Asia seeks qualified Filipino candidates for the position of Finance Consultant VOICE based in the Philippines

Background

Voice is a newly established consortium between Oxfam Novib (Netherlands) and Hivos, whereby the funding is made available by the Dutch Ministry of Foreign Affairs. Voice targets the most marginalised and discriminated groups in ten low- and lower-middle income countries in Africa and Asia. It aims to strengthen the capacity of Civil Society Organisations and representatives of these groups to increase their (political) participation in mainstream development processes. Voice promotes the use of innovative ideas and strategies, in order to empower these groups and to have their voices heard and respected. The programme has two main components : a grant facility to provide financial support to groups and organisations and a linking and learning programme that will nurture learning and innovation across countries and groups

Voice is an innovative grant facility that supports projects of civil society organizations in 10 low and lower-middle income countries in Africa and Asia . In the Philippines, Voice has an extensive grant portfolio supporting projects implemented by informal groups, local organizations and civil society networks.

Currently, Voice Philippines and Voice Indonesia are transitioning to have separate financial structures and recruitment of a Finance Officer for Voice Philippines is ongoing. To aid this and ensure that no financial processes are disrupted, an interim Finance Consultant is being recruited to expedite the pending financial outputs of Voice Philippines.

Roles and responsibilities

The consultant roles and responsibilities are:

  • Review and approval of budget proposals of short-listed applicants
  • Review and approval of budget realignments requested by Voice PH grantees
  • Review and scoring of financial reports submitted by Voice PH grantees
  • Endorse contracting and fund transfers of Voice PH grantees once compliance to Hivos/Voice guidelines are established.

Knowledge, experiences and competencies

  • Minimum 5 years of relevant work experience in accounting or a finance-related role required.
  • Educational background in Accounting and Finance preferred.
  • Previous experience working in the non-profit sector, grant-making, and financial project management.
  • Previous experience working with any of the Voice target groups or projects about inclusion are preferred.
  • Applicants from any of the Voice target groups are highly encouraged to apply.
  • Excellent verbal and written communications in English.
  • Demonstrated ability to work with diverse teams, preferably in an international setting.
  • Has an appetite for risk and experience working from a risk perspective
  • High skill level working with Microsoft Excel as well as experience in management information systems.

Engagement Period

Selected Financial Consultant is expected to be available for approximately 20 – 40 working days.
