Consultant for Participatory Guarantee System (PGS) for Local Harvest Project

Hivos seeks qualified Indonesian candidates for the position of Consultant for Participatory Guarantee System (PGS) for Local Harvest Project.

 

Background

The Local Harvest project is to contribute to economic prosperity and poverty reduction in Indonesia by promoting a switch to sustainable consumption and production of green, healthy, fair and local food by consumers and MSMEs. The outcome is a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia is stimulated by increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers – including women and indigenous people – to penetrate markets; and a favorable policy environment for uptake of SCP practices in the food sector.

The specific objective of the project is to stimulate a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia by increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers – including women and indigenous people – to penetrate markets; and a favourable policy environment for uptake of SCP practices in the food sector.

 

Objective

Support development and replication of standards and participatory guarantee systems by small producers, including women and indigenous people through training and assistance on the adoption of standards and best practices for 8,400 producers in groups covered by AMAN, ASPPUK, NTFP and WWF. The support will include PGS guideline development for seven products and technical assistance on PGS implementation in the field.

 

Scope of Work

Scope of work of consultant will be based on Local Harvest partner consortium needs because the needs on each partner will be different due to different of products, producer capacities, location, market needs etc. Below are the scope of works:

  • Facilitating FGD Development about PGS in 4 provinces (South East Sulawesi, North Sumatera, West Kalimantan and Central Java).
  • Forming PGS Unit for Sago, honey and brown sugar (structures, job description and Flow of guarantee process of PGS)
  • Training ICS / PGS – Coffee, Virgin coconut oil, coconut  oil, palm sugar
  • PGS trial and implementation with Malabar Mitra Cooperative, coconut and coconut sugar producer cooperatives
  • Drafting PGS Handbook for SME retailers contained: What is PGS, PGS goals, which actors should be involved in PGS, PGS Unit, How PGS work in producer/SME level through PGS unit
  • Developing capacity of rice farmers’/women traders in PGS (and ICS) and post-training monitoring in Kaltara and KalBar (WWF Indonesia) (2 trainings/visits in 2019 and 2020)
  • Developing PGS capacity on Coffee in Toraja and Enrekang through 3 phases of process, preparation, land management and post harvesting
  • Forming PGS Unit for coffee (structures, job description and Flow of guarantee process of PGS)

 

Deliverables

  • PGS handbook for SME retailers
  • PGS Units for Sago, honey, brown sugar and coffee (structures, job description and Flow of guarantee process of PGS)
  • For PGS training activities, all participants understand the PGS concepts and they are able to implement PGS in field level to increase capacity of stakeholders including producers and they are also able to increase products qualities

 

Qualifications

  • Extensive and proven experience Individual, NGO or Consultant firm with a long experience in Certification or Participatory Guarantee Systems.
  • High level of written and spoken English.
  • Able to work according to schedule under field conditions
