Consultant – Events Management

Hivos Southeast Asia seeks qualified Filipino candidates for the position of Consultant – Events Management.

The Events Management Consultant works closely with the Open Contracting Program Manager as well as other related stakeholders. The fees are pegged at a maximum of EUR 10,500 and are subjected to 20% withholding tax.

Background

Hivos and ARTICLE 19 are currently implementing the Civic Engagement for Open Contracting program that supports independent journalists, activists, businesses and civic watchdog organizations in their efforts to use contracting data and public revenue flows for public scrutiny, advocacy campaigns and translate it into meaningful information for citizens.

In 2018, the Department of Budget and Management’s Procurement Service – Philippine Government Electronic Portal (PhilGEPS) identified Open Contracting as its commitment to the Open Government Partnership (OGP) National Action Plan (NAP) for 2019 – 2021.[1] As a non-government partner, Hivos Southeast Asia committed to support stakeholder engagement activities until September 2020. Due to COVID-19 pandemic, the timeline of the commitment has been moved to 2021. These have resulted to changes in schedules and platforms for engagement. Key stakeholder engagement activities have been moved to July 2020 as indicated in the revised NAP of PhilGEPS. Hivos intends to continue its support since these are critical activities that can help ensure that data produced and published by PhilGEPS are not only according to Open Contracting Data Standards, but also based on the needs of stakeholders.

Hivos is seeking qualified candidates based in the Philippines for the Events Management position. This is a short-term consultancy opportunity that will start from 15 July until 14 September 2020.

Aim of the job

The Events Management Consultant will provide administrative and logistical support to organize, co-design, coordinate, and facilitate online workshops for PhilGEPS. They will ensure that online workshops have the correct mix of stakeholders to ensure that citizen engagement is not compromised despite that shift from face-to-face to online events.

Functional context

The Events Management Consultant will work in close coordination with the Open Contracting Program Manager, the Open Contracting Data Expert, and representatives from PhilGEPS to ensure that the events are designed and implemented to support of key milestones in the OGP NAP.

Roles and responsibilities

The Events Management consultant will organize, co-design, coordinate, and facilitate the following activities:

  • Four (4) user needs identification workshops. These workshops will focus on defining and identifying user needs on public procurement data that need to be published. Each stakeholder group coming from the target audience will have their own workshops in order to reflect data that they deem is important to be published.
  • Four (4) Data Appreciation and Visualization Workshops. This workshop aims to build capacities of various stakeholder groups to appreciate and learn how to analyze and visualize contracting data based on their needs. These will be conducted from August to September to capacitate stakeholders to engage and use contracting data published on the PhilGEPS website.
  • One (1) ideathon with relevant stakeholders. The ideathon will focus on gathering and executing ideas that focus on how public procurement data can be used and communicated to a diverse set of people. This is planned for August 2020.

Key outputs for this consultancy are as follows:

  • Inception report for the conduct of the activities outlined above,
  • Attendance in design and coordination meetings with Hivos and PhilGEPS for all the workshops enumerated above,
  • Consolidated activity report for the conduct of under needs identification workshop. This includes the list of attendees, presentations, workshop outputs, workshop design/s, survey results; and other relevant documentation,
  • Consolidated activity report for the conduct of the data appreciation and visualization workshops. This includes the list of attendees, presentations, workshop outputs, workshop design/s, survey results; and other relevant documentation; and
  • Activity report for the conduct of the ideathon. This includes the list of attendees, presentations, workshop outputs, workshop design/s, survey results; and other relevant documentation.

Given the scope of work, the consultant can form a team to ensure that the deliverables are satisfied and submitted on time.

Knowledge and experience

  • Demonstrated experience in managing events and completing deliverables on time.
  • Demonstrated experience in designing, coordinating, and facilitating workshops
  • Has experience working with civil society organizations and/or actors
  • Able to work independently and take initiative, but also a team worker
  • Excellent communication skills and ability to create a team spirit
  • Excellent command of English, and knowledge of the local dialect is an advantage
  • Familiarity with public procurement and open contracting is an advantage
