Project Manager – VOICE

Duration : 1 (one) year
Voice is an innovative grant facility to support rightsholders and groups facing marginalization or discrimination in their efforts to exert influence in accessing productive and social services and political participation. Voice operates in a context where civic space and power is shifting at a fast pace, and often closing rather than opening. Where the narrative is negative and underlining marginalization and vulnerability, rather than the dreams and successful steps made towards a better, more inclusive world. Voice is implemented in ten countries in Africa and Asia and is an initiative of the Netherlands Ministry of Foreign Affairs, implemented by a consortium between Hivos and Oxfam Novib. In the Philippines, Voice is coordinated by Humanist and Social Innovation Foundation (Yayasan Hivos) Southeast Asia regional hub.
The Project Manager is responsible for grant making in Philippines. She/he/they is/are also responsible for the Voice team in the Philippines, and bringing together the grant making; linking & learning; and relationship building with Voice partners, and rights-holders, in a respectful, open and participatory way.
Position within the organization
The Project Manager VOICE falls under supervision of and reports to the Program Development Manager Gender Equality, Diversity and Inclusion
Functional context
The Project Manager will provide senior leadership and be responsible for the day-to-day management including planning, implementing and monitoring of the project. The position is Philippines-based with some travel for coordination meeting and monitoring.
Roles and responsibilities
Coordination Voice, Philippines
In close collaboration with the Voice Global Program Coordination Team, Regional office ensure coherence and coordination of grant making, finance, linking and learning, and M&E within the Voice (Philippines) program.
Leads and guides on the strategic direction, implementation and coherence of the Philippines program;
Secures rights-holders & donor satisfaction through implementation according to contracts in terms of results, budget and competencies;
Coordinates the project management system in which monitoring and reporting on progress in results, finances and allocation of human resources are up to standard.
Scouting, scanning for new programming opportunities for Voice Philippines, and Hivos in collaboration with other team members.
Grant Management and Partner Support
Provides support as needed to potential grantees in the formulation of grant applications
Mentors and provides technical assistance to grantees in the implementation of projects on and as needed
Supports capacity strengthening and empowerment approaches for Voice partners, including sustainability of project results
- Coordinates and supports in-country grants team in carrying out program and accountability assessments
- Ensures effective post-contract grant management including collection and assessment of reports, follow up, communication with and monitoring grantees on the ground; ensure scheduled payments to grantees, and liaise with Finance Officer to ensure seamless grantee management and communication
- Manages, reviews and makes recommendations to change as needed to ensure that grant processes are in line with Voice processes
- Administering compliance and reporting for Voice Philippines in accordance with country and organisational guidelines
Communication and Representation
Oversees the implementation of Voice in the country in liaison with the Global Program Manager & Roving Grants Officer.
Oversees and leads on pro-active and innovative outreach to the Voice rights-holder groups and coordinates the dissemination of information about the Calls for Proposals to them
Launches and assesses open country Calls for Proposals with support from the Voice global coordination team and others, guaranteeing application of Voice grant-making criteria, principles and processes
Regular communication with the Voice Coordination Team in particular the Global Programme Manager and the Regional Roving Grants Officer
Knowledge and experience
- 5 years experience with large scale grant management
- Excellent knowledge of LGBT and feminist/ women’s empowerment actors and issues in Philippines
- Knowledge of and affinity with social inclusion, marginalisation, lobby & advocacy
- Relevant Academic background (MA level) or similar
- Excellent written and verbal English
- Administrative project management skills
- Excellent ICT skills (Microsoft Office and database)
- Excellent organisational and coordination skills;
- Ability to perform complex tasks and to prioritise multiple projects
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a multicultural environment
- Ability to communicate effectively, both orally and in writing
- Ability to make administrative/procedural decisions and judgments
- Ability to analyse budgetary line items for compliance with budget guidelines
