Project Officer FOCUS Ocean

Yayasan Humanis dan Inovasi Sosial is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanistic values in the social, economic, health, and cultural fields which is defined in terms of the ability for each individual to assess and decide independently and responsibly, the right to freedom, dignity and a passion to create a just and tolerant society.

Yayasan upcoming four-year Fisherfolk Empowerment for Climate Resilience and Sustainability in Central Java (FOCUS) program aims to achieve changes on Integrated coastal management for a sustainable food system for the fisherfolk community in Central Java.

 

We aim to achieve this in five target districts in Central Java (Kendal, Demak, Semarang, Jepara and Batang). Program implementation will be co-implemented by partners to achieve the following outcomes:

  1. Inter-sectoral coordination platform produced policy recommendation on integrated coastal management for a sustainable food system;
  2. Local stakeholders apply improved sustainable fisheries and coastal management to mitigate disaster risk & impact of climate change; and
  3. Sustainable & inclusive livelihoods opportunities for coastal communities are promoted, particularly among women and the youth.

 

An inception phase in 2023 will further sharpen the framework. Through this, we harness the energy and expertise of partners to stimulate locally-owned innovations and multi-stakeholder collaborations.

 

Functional Context

 

Project Officer is aimed to support Project Manager in managing the day-to-day operations of the project, including planning, implementation, regranting and monitoring the overall project performance.

 

The Project Officer provide specific support and expertise in the area of communication, campaign and public engagements. Within the project, s/he may work in close partnership with support functions within YH such as Communications Officer, DMEL, HR/Operations, Finance etc. He/she also represents the project when PM is not available.

 

 

Roles and responsibilities

 

  1. Maintain high-quality documentation and coordination mechanism throughout the project. This includes budget tracking, and ensuring quarterly budget expenditure is in line with Yayasan Hivos and Donor guidelines.
  2. Disburse and monitor grants for activities managed by partners, ensure scheduled payment, spending, compliance, and reporting.
  3. Provide technical support to implementing partners if required, such as for reporting and MEL related activities. This may require travelling to the project locations or other relevant locations.
  4. Lead on project communications, campaign design and strategic outreach, production of promotion materials, delivery of activities together with partners and consultant including reflection on communication results/impact.
  5. To manage good relationship with the journalists, draft press releases or news/social media updates.
  6. Assist DMEL in the execution of project baseline, midline and end line research, including monitoring the progress of the activities to measure performance and results
  7. Work closely with the PM in positioning FOCUS Ocean in external exchanges including during donor coordination meetings and networking events.
  8. To present the project in relevant events and meetings where PM is not available and contribute to Climate Justice program development agenda

 

 

Knowledge, experiences and competencies

  1. Relevant academic level of working and thinking with good understanding of coastal management, sea(based) livelihood and environment sector.
  2. Relevant three to five years’ work experience in an international (NGO) context, especially in project management, partner engagement and managing project budgets.
  3. Excellent understanding on communication/campaign design, delivery and measuring impact of the public engagements.
  4. Good understanding on food systems approach, ecosystem building, and multi-actor collaboration, preferably in coastal landscape.
  5. Excellent in project management and technical tasks/event and report writing.
  6. Natural person when it comes to networking and relationship building.
  7. Strong communicator both verbal and writing in Bahasa and English.
  8. Sufficient knowledge and passion on gender and social inclusion in development sector.
