Yayasan Humanis dan Inovasi Sosial is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands-based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. Yayasan Hivos, together with a consortium of Palladium, Castlerock Consulting & ECA, is currently implementing MENTARI (Menuju Transisi Energi Rendah Karbon Indonesia) Programme.
MENTARI is a four-year program funded by UK Prosperity Fund and managed by British Embassy in Jakarta. The program aims to deliver inclusive economic development and poverty reduction, by developing the renewable energy sector in Indonesia to best support disadvantaged communities (with a focus on eastern Indonesia), but also support the scale-up of renewable energy countrywide.
MENTARI will be delivered across the four interlinked strands: 1) Policy, 2) Brokerage, 3) Demonstration Projects, and 4) Collaboration & Capacity Building; with a Gender and Inclusion (G&I) element that is mainstreamed across all strands, and focus on results that will continuously be monitored by the Monitoring, Result, Evaluation, and Learning (MREL) function. Together, the program aims to improve the policy and business environment to accelerate renewable energy uptake, while supporting Indonesia’s energy transition and sustainable economic development.
In this program, Yayasan Hivos works on the Demonstration Project, Collaboration and Networking (C&N), and Gender and Inclusion (G&I).
Functional Context
The Collaboration & Capacity Building Lead will be supporting human capital development through various capacity buildings, learning, information sharing, and knowledge exchange between Indonesia, the UK, and other countries on Indonesia’s energy transition agenda. S/he will report directly to the PDM Coordinator and day-to-day coordination and supervision of the MENTARI Team Leader. The position will be based in Jakarta. When in Jakarta, s/he will be potentially based for one to two days a week in either the MEMR/DJK or BPSDM Office.
Roles and responsibilities
- To play a proactive role in the implementation of the MENTARI program, which overall aims to improve the policy and business environment to accelerate renewable energy uptake, improve access to reliable and affordable energy in eastern Indonesia, improve the productive use of energy, and support economic development.
- In conjunction with the Communications team, support the dissemination of the program’s message and outreach to the public, civil society, and key stakeholders.
- Develop TOR, in collaboration with the procurement manager, to select consultants and companies that deliver specific expertise to beneficiaries.
- Gain a thorough overview of all aspects of the MENTARI activities and disseminate knowledge on the subject with close collaboration from MREL.
- Formulate, coordinate, and conduct MENTARI capacity-building activities with close coordination with Biro KLIK, BPSDM MEMR, PLN, and UK Embassy aligned with MENTARI priorities. Enhancing local networking, collaboration, and awareness raising with the aim of improved understanding of the RE sector, energy transitions, its constraints, and potential solutions among key stakeholders.
- Facilitating high-quality partnerships and collaboration through dialogues and forums between Indonesian and international energy stakeholders and donors, encourage coordination and knowledge transfer (governments, private players, academics, associations, and international donors)
- Provide support to the Policy, Brokerage, and Demonstration Strands in setting up concrete activities and facilitate linkages between stakeholders and leveraging the connection to other networks.
- Together with G&I Manager, identify and disseminate successful case studies, practices, and models on inclusive approaches in energy transition, including stimulating dialogues of replication with stakeholders.
- Assist in the development of innovative ideas.
- Coordinate and liaise with MEMR and other departments and relevant Ministries and play a role in linking up the different levels: national, provincial, district, subdistrict, and village levels through consultation and other means.
Knowledge, experiences, and competencies
- An excellent understanding of Indonesian (energy) government policies or the ability to translate skills to such.
- Knowledge and experience in developing capacity-building programs, training, focus group discussion or training with government or other stakeholders.
- Good understanding of the socio-economic aspects, including gender, of development programs.
- Minimum 4 (four) years of professional experience in energy policy development and/or energy advocacy.
- Professional written and verbal communication skills including public speaking in English and Bahasa Indonesia.
- Show a successful track record working in and within a multidisciplinary team.
- Has strong interpersonal communication and negotiation skill with donors, civil society organizations, government officials, and the community.
- Tactful in handling administration and communication processes.
- Previous working experience in an international environment/organization would be an advantage.
- Having respect for humanitarian or humanist principles and being willing to work in a non-discriminating, neutral, impartial, and gender-equal environment.
