Finance Officer (FO)

Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, the Philippines, and Vietnam.

Aim of the Job

The Financial Officer (FO) position aims to ensure that the entire financial management system is run efficiently and effectively. The FO supports project team in both the resource mobilization process and the result delivery process the financial project accounts. The FO prepares budgets and administers the donor and implementing contracts; and manages the related cash flow and reporting schedules. The FO assesses budgets and financial statements of grantees. The FO administers and reviews the income statements of projects implemented by Yayasan Humanis and assists the Project Leaders with their internal and external reporting obligations.

 

Functional Context

The Financial Officer position is part of the key project team member and is part of the primary process, hence is directly or vertically linked to the Project Manager.

The FO position is also linked to the activities of the Financial Manager/Controller.

The FO may also work with the Financial Tender Support and Compliance Officer positions, which focus on compliance regarding donor requirements in the primary process: results, budget and deployment of proposals and contract (implementation)

 

Roles and responsibilities

1. Budgeting and resource mobilizations

  1. Learning all related donor’s guidelines before budget preparation to ensure the capability of Yayasan to comply with requirements.
  2. Supporting the Project Manager in developing budget to be embedded in project proposal, together with program teams, using Yayasan Humanis’ budget tools and to ensure that related parties are enabled to work according to guidelines.
  3. Assisting the program team during the budget negotiations with donors.

 

2. Grant administration

  1. Supporting the Project Manager in controlling and monitoring budget to ensure fund availability for each program.
  2. Carrying out intake assessments as required by Yayasan Humanis grant management and control framework.
  3. Assisting the program team in creating any contracts to partner organizations by providing advice on partner budget, payment schedules, taxation, reporting and monitoring schedules that would mitigate financial risk.
  4. Supporting in carrying out contract intake assessment and contract monitoring as required by Yayasan Humanis risk-based grants control framework.
  5. With close supervision from the Finance Controller organizing external financial review as necessary.
  6. Strengthening financial management capacities of partner organizations to ensure accuracy, transparency and accountability, this including developing, maintaining and training staff in the proper application of time-keeping, data collection and management.
  7. Preparing quarterly budget comparisons and sharing it with the related Program Manager.
  8. Coordinating with the Accounting Manager related to the project staff charging.
  9. Ensuring project staff timesheet are available monthly.
  10. Monitoring budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate and recorded, expenses are within budget limits and/or fiscal practices are followed.
  11. Reviewing project payment request (accuracy information, budget and fund availability).
  12. Producing accurate and timely project financial report and supporting documents as required by donors.
  13. Maintaining good filing for the project (both soft and hard files).
  14. Preparing accurately and timely grant billings to donors.
  15. Ensuring all office equipment purchased by project are registered, maintained and handed over as required by donors.

 

3. Others

  1. Supporting Yayasan Humanis office accounting as required.
  2. Carrying out other tasks as requested by the supervisor

 

Knowledge, experiences and competencies

  • Relevant education level of working and thinking.
  • Relevant work experience: minimum 3 years
  • Expertise in accounting and working with external parties
  • Work experience in international environment and financial project management.
