Job context

The SWITCH Asia Local Harvest: Promoting sustainable and equitable consumption and local food systems in Indonesia supported by the European Union is implemented by Hivos and its partners: AMAN (Aliansi Masyarakat Adat Nusantara), ASPPUK (Asosiasi Pendamping Perempuan Usaha Kecil), NTFP-EP (Non Timber Forest Product-Exchange Program) Indonesia and Yayasan WWF Indonesia to be implemented in 8 provinces (14 districts) and 5 cities in Indonesia over a period of four (4) years commencing March 1, 2018.

The specific objective of the project is to stimulate a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia by increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers – including women and indigenous people – to penetrate markets; and a favorable policy environment for uptake of SCP practices in the food sector.

As part of the project, an M&E Plan & Systems will be developed for the four years’ project period to fulfil both learning and an accountability purposes based on the donor requirement.

The Monitoring and Evaluation Expert will support Hivos and partners in developing systems and disciplines that demonstrate project results, identify learning outcomes and promote improvements throughout the lifecycle of the program. In order to do this the consultant will develop a robust M&E plan and systems. In addition, the consultant will also develop the baseline analysis report for Hivos and assess Hivos and partners’ capacity using 5 Capability (5C) Framework.

Your responsibilities

The overall objective of the assignment is the establishment of an operational monitoring and evaluation system for the project, along with the tools to effectively monitor project progress and achievement and to provide baseline, mid-term and end-of-project evaluations with sufficient information to assess the project’s success.

The specific objectives of this assignment are:

  1. To develop Monitoring & Evaluation Plan of the project:
    Work with Hivos team to develop a draft of a comprehensive M&E Plan which based on the Logical Framework Analysis (LFA) document and project’s Description of Action (DoA).  The M&E Plan should also clearly demonstrate how the impacts outlined will be measured and evidence for the evaluations will be generated.
  1. To produce operational means for monitoring & evaluation processes.
  2. To produce operational manual for monitoring and evaluation processes .
  3. To improve capacity of Hivos and partners in applying the M&E system.
  4. To develop and establish a robust, comprehensive (online) program database (linked to the project baseline data) To develop Baseline Analysis Report and Organizational Capacity Assessment using 5 Capabilities (5C) Framework based on participatory approach.
