Hivos seeks qualified candidates for the position of Communication and Knowledge Management Consultant for MENTARI.

Background

Hivos has worked on renewable energy in Indonesia since 2009, working closely with policymakers, civil society, donors and the private sector. Hivos primarily focuses on renewable energy access and associated livelihood benefits in remote communities.

Hivos, together with a consortium of Palladium, Castlerock Consulting & ECA, is currently implementing MENTARI (Menuju Transisi Energi Rendah Karbon Indonesia) Programme.

MENTARI is a four-year programme funded by UK Prosperity Fund and managed by British Embassy Jakarta. The programme aims to deliver inclusive economic development and poverty reduction, by developing the renewable energy sector in Indonesia to best support disadvantages communities (with a focus on eastern Indonesia), but also support the scale-up of renewable energy country wide.

MENTARI will be delivered across the four interlinked strands: 1) Policy, 2) Brokerage, 3) Demonstration Projects, and 4) Collaboration and Networking with Gender and Inclusion (G&I) element that is mainstreamed across all strands, and focus on results that will continuously monitored by the Monitoring, Result, Evaluation and Learning (MREL) function.

Together, the activities aim to improve the policy and business environment to accelerate renewable energy uptake, improve access to reliable and affordable energy in eastern Indonesia, improve productive use of energy and support economic development.

In this programme, Hivos works on the Demonstration Project, Collaboration and Networking (C&N), and Gender and Inclusion (G&I).

Scope of work

The Communication and Knowledge Management Consultant for MENTARI Programme will provide assistance to the Collaboration and Networking (C&N) Strand for the development of communications, marketing and promotion strategy of the programme and maintaining the programme’s knowledge management systems for the purpose of linking, learning, information sharing and knowledge exchange of best practices in regards to renewable energy sector development in Indonesia.

During the assignment, the Communication and Knowledge Management Consultant for MENTARI Programme shall work closely with C&N team, and in coordination with Hivos’ Green Energy team and the MENTARI programme team from other consortium members.

During the process, the Communication and Knowledge Management Consultant for MENTARI Programme will report to the C&N Lead and will keep the C&N team informed, updated and agreed on any changes whenever and wherever appropriate.

The roles and responsibilities of the Communication and Knowledge Management Consultant for MENTARI Programme are including but not limited to:

  • Support the establishment and design of the programme’s learning platform and knowledge management system to ensure its current relevance to the programme implementation;
  • Regularly adapt the existing MENTARI’s communication strategy and stakeholder engagement plan to be aligned with the current engagement nature of the programme that may appropriately differentiated for different stakeholders;
  • In close coordination with Strand Leads, MREL Lead and G&I Lead, contribute to the content of the production of programme’s communication materials/visibilities and knowledge management products in creative ways to disseminate programme’s output, outcome, and lessons-learned, including but not limited to newsletter, two-pagers, fact sheet, case studies, policy brief, human-interest stories, blogs, infographics, video-graphics, etc.;
  • Develop the production and responsible for dissemination of programme’s communication materials/visibilities and knowledge management products, to ensure a timely and high-quality production of programme’s communication materials, in compliance with FCO standards & requirements;
  • Support the development and regular maintenance of MENTARI website, including updating the website content, i.e. section pages, article, news, media galleries, key highlights, figures, etc., in coordination with Strand Leads, MREL Lead and G&I Lead;
  • Organise and execute programme’s communication outreach, including but not limited to press release development, media engagement and monitoring, media analysis in relation to MENTARI’s activities and wide range of energy sector trends;
  • Contribute to the development and maintenance of the content for the possibility of MENTARI’s social media platform by ensuring the dissemination of updated MENTARI’s activities and monitoring MENTARI’s interaction in all social media channel;
  • Coordinate with G&I Lead for ensuring the inclusivity of gender & inclusion components in the delivery of C&N Strand, as well as to ensure G&I inclusivity in the production of programme’s communication strategy, visibility materials and knowledge management products;
  • Other duties as required by the C&N Strand Lead consistent with qualifications and experience.

Qualifications and Experiences

  • A bachelor’s degree in the fields of Social Science, Development Studies, Communication and Media, Public Relations or related subjects;
  • A minimum of 3-5 years of relevant work experience in communications/campaign/media relations and knowledge management production, or similar position;
  • Excellent presentational and writing skills including use of digital technologies, social media tools and multimedia technologies;
  • Familiarity with information technology and cutting-edge tools to be used in communicating key messages, results and feedback on the programme;
  • Good understanding of the development issues, principles of sustainability and social innovation and/or other environment issues, particularly in renewable energy sector;
  • Proven experience in donor-funded initiatives, which involve various state agencies and local governments, particularly related to renewable energy sector;
  • Fluency in written and verbal communication skills in English and Bahasa Indonesia;
  • Ability to work in tight deadlines and handle multiple concurrent activities;
  • Established contacts and networks within local and national media outlets is highly desirable;
  • Ability to work independently and take initiatives in sensitive situations, but also a team player.
