Consultant for Conducting Nutrition Sensitive Value Chain Assessment

Background
The Fisherfolk Empowerment for Climate Resilience and Sustainability (FOCUS) program aims at building a sustainable food system for the fisherfolk community in five districts in Central Java (Batang, Kendal, Semarang, Demak, and Jepara) through integrated coastal management. This program is supported by The Norwegian Agency for Development Cooperation (NORAD) and is the result of co-creation process between Hivos, Yayasan Humanis dan Inovasi Sosial (Humanis), Koalisi Rakyat untuk Keadilan Perikanan (KIARA), Pusat Kajian Sumberdaya Pesisir dan Lautan, IPB University (PKSPL-IPB), and Wahana Lingkungan Hidup Indonesia (WALHI). The program period is four years from 15 December 2022 – 15 December 2026.
FOCUS will cooperate with local governments, community groups and other relevant stakeholders to raise awareness of nutritional issues, coastal management and climate resilience of coastal communities. Advocacy, awareness raising, and capacity development will be provided in cooperation with local authorities and other stakeholders to implement the activities under four outcomes:
- Inter-sectoral coordination platform produced policy recommendation/draft of policies/other legal documents on integrated coastal management for a sustainable food system
- Local stakeholders apply improved/adaptive sustainable fisheries and coastal management to mitigate disaster risk & impact of climate crisis
- Sustainable and inclusive livelihoods opportunities for coastal communities are promoted, particularly among women and the youth
- Public increased their understanding and engagement on sustainable management of marine and coastal assets (fisheries, mangroves, reefs) and climate crisis
Objective
The main objective of the assignment is to conduct a Nutrition Sensitive Value Chain Assessment (‘NSVC’) in the nine target villages to assist the project team identify the most appropriate food commodities to develop and the most effective strategies and actions that are relevant to and beneficial for the fisherfolks communities, and aligned with the overarching goal of promoting sustainable food systems, gender inclusivity, and advancing environmental stewardship and climate action.
Scope of work
The key tasks of the assignment are:
- The assigned institution or a team of consultants will have a kick off meeting together with the FOCUS Program team
- The assigned institution or a team of consultants shall submit an electronic copy of the draft inception report to FOCUS Program as stated in the agreement. Before preparing the inception report, the consultant team should engage with the relevant program team to come to a consensus on the assessment methodology, assessment design, and so on. The draft inception report should include a detailed methodology including analytical framework along with quality assurance mechanism of data/information collection, roles and responsibility of team members, key milestones and detailed work plan.
- The assigned institution or a team of consultants may be asked to make an oral presentation of the draft inception report.
- The inception report should be approved by the FOCUS Program Manager before starting data collection.
- The assigned institution or a team of consultants shall submit an electronic copy of the draft of the assessment instruments used, e.g., KII and FGD questions, to the FOCUS Program as stated in the agreement. In developing the instruments, the consultant team should consult with the FOCUS team.
- The assessment instruments used, e.g., KII and FGD questions should be approved by the FOCUS Program manager before starting data collection.
- Before data collection starts, the assigned institution or a team of consultants is required to train enumerators, interviewers, or facilitators in conducting KII, or FGD (or other data collection methods used in the assessment).
- The assigned institution or a team of consultants will conduct data collection processes based on the agreed methodology. Humanis team will provide contact details of the project partners working in the targeted areas to support the data collection process.
- Validation workshop
- Draft final of the study
- After receiving the draft of the document, the FOCUS Program team will provide feedback on the draft version of the document.
- The electronic copy of the data (e.g., transcripts, recordings) should be handed over to the FOCUS Program team with the final report.
Qualifications and Experiences :
The consultants can be a firm and or a team of specialists. The following are the collective selection criteria for the institution or a team of consultants:
- Solid experience and proven track record of carrying out such assessments, including use of participatory tools as a means of data collection.
- Good understanding of Indonesia’s climate, integrated coastal management and environmental issues including gender equality.
- Excellent reporting and communication skills, including English language skills.
