Yayasan Humanis dan Inovasi Sosial (Yayasan Humanis) is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands-based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanist values in the social, health, and cultural fields, which are defined in terms of the ability of each individual to assess and decide independently and responsibly, the right to freedom, dignity, and a passion to create a just and tolerant society.

Yayasan seeks qualified candidates for the position of:

Background

 

MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year program that formally started on 6th January 2020. The program aims to deliver inclusive economic growth and poverty reduction in Indonesia by supporting the uptake of low-carbon energy. Led by the British Embassy in Jakarta, MENTARI is implemented by PT Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The program has a specific focus on developing the low-carbon energy sector to best support disadvantaged communities, specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low-carbon energy for Indonesia’s economic development, job creation, and social inclusion while helping to mitigate climate and environmental impacts.

MENTARI is delivered across the following four interlinked strands: 1) policy, 2) brokerage, 3) demonstration projects, and 4) collaborating and networking. Together, the strand activities aim to improve the policy (and business) environment to accelerate renewable energy uptake, improve access to reliable and affordable energy in eastern Indonesia, improve the productive use of energy, and support economic development. Gender and inclusion (G&I) are mainstreamed across the four strands and throughout all our activities.

Through the Demonstration Projects strand, the Programme will deliver one small-scale low-carbon energy pilot in eastern Indonesia and showcase a replicable low-carbon energy business model that is economically feasible and can generate inclusive economic growth benefits. In the first 2 years of the program, MENTARI will implement these demonstration projects in selected villages in eastern Indonesia.

Since 2020, the Demonstration Project Strand has worked closely with the community and relevant stakeholders in Mata Redi, Mata Woga Village, Katikutana Sub District, Central Sumba District, East Nusa Tenggara Province. During the planning, implementation, and post-installation process, the Demonstration Project has implemented and expanded its intervention beyond building energy infrastructures. This has certainly impacted the community’s views, social behaviors, and livelihood on certain aspects of village development and shaped the conversation within the community. Therefore, the project is looking for a consultant to explore and document those narratives and identify any remaining gaps for future improvement.

 

Objective

To ensure the program is being monitored and evaluated on a regular basis for continuous learning, the Demonstration project plans to hire a consultant as a Monitoring, Evaluation, and Learning (MEL) officer to provide support to achieve pre-determined outputs explicated in the scope of work.

 

Scope of work

The consultant is expected to:

  • Data organization, including collecting, storing, and recording relevant means of verification required by donor, Yayasan Humanis, and Hivos global indicators,
  • Monitoring and Evaluations
    1. Gender and inclusion program – evaluating the (quality) implementation of the activity and documenting learning,
    2. Local capacity development program and productive use of energy – evaluating the training programs and the plan, and collecting and documenting learnings from the activities,
    3. Facilitate the monitoring and Evaluation of mentoring programs for BUM Desa operation and management and productive use of energy
    4. Photo Voltaic service and business delivery, including conducting an evaluation on the ability to pay, the effectiveness of current service fee, appliance adoption, and other aspects relevant to customer satisfaction
    5. Local stakeholder coordination – conducting participatory monitoring and evaluation of Central Sumba working group outputs and effectiveness
    6. Review the MREL section of third-party reports, including project implementation results, feasibility studies, etc
  • Contribute to report development, including MENTARI’s quarterly and annual report
  • Lead the Outcome Harvesting processes for DP Strand In coordination with Strand Lead and coordinate the endline research and social impact assessment with external consultant(s)
  • Support relevant inputs for the annual plan and evaluation process with MEMR.
  • Attend and contribute to relevant meetings on project performance and indicators and lead regular internal DP Strand Project Evaluations
  • Other support as needed by DP Strand relevant to MREL tasks, including providing evaluation methods for workshops/ training, support knowledge products, learning events, etc

 

Qualifications and Experiences :

  • Relevant work experiences
  • Experience with project and program monitoring and evaluation
  • Extensive experience in developing the MEL framework and its ongoing management within renewable energy issues
  • Work experience in an international environment
  • Track record in writing/compiling/editing proposals
  • Excellent understanding of data collection methods and analysis of raw data into project intelligence
  • Is attention to detail and a good team player
  • Passion in development sectors would be an advantage
  • Having respect for a humanitarian or humanist principle and being willing to work in a non-discriminating, neutral, impartial, and gender-equal environment
