Consultant – Open Contracting Data Expert
Hivos Southeast Asia seeks qualified Filipino candidates for the position of Consultant – Open Contracting Data Expert.
The Consultant – Open Contracting Data Expert will work closely with the Open Contracting Program Manager as well as other related stakeholders. The fees are pegged at a maximum of EUR 4,900 and are subjected to 20% withholding tax.
Background
In 2018, the Department of Budget and Management’s Procurement Service – Philippine Government Electronic Portal (PhilGEPS) identified Open Contracting as its commitment to the Open Government Partnership (OGP) National Action Plan (NAP) for 2019 – 2021.[1] As a non-government partner, Hivos Southeast Asia committed to support stakeholder engagement activities until September 2020. Due to COVID-19 pandemic, the timeline of the commitment has been moved to 2021. These have resulted to changes in schedules and platforms for engagement. Key stakeholder engagement activities have been moved to July 2020 as indicated in the revised NAP of PhilGEPS. Support is also needed by the Provincial Government of South Cotabato to provide additional capacity development interventions to members of the Bids and Awards Committee and relevant stakeholders on the use of contracting data and dashboards.
Given these, Hivos is seeking qualified candidates based in the Philippines for the Open Contracting Data Expert position. This is a short-term consultancy opportunity that will start from 15 July until 14 September 2020.
Aim of the job
The Open Contracting Data Expert will provide technical support to PhilGEPS and the Provincial Government of South Cotabato (PGSC) through capacity development activities to ensure that the activities are designed and implemented to support of key milestones in the OGP NAP and the OGP Local Action Plan.
Functional context
The Open Contracting Data Expert will work in close coordination with the Open Contracting Program Manager, the Events Management Consultant, Visual Communications Consultant, and representatives from PhilGEPS and PGSC.
Roles and responsibilities
The Open Contracting Data Expert will take the lead in designing, co-creation, and conducting the following activities:
- Conduct of four (4) Data Appreciation, Analytics, and Visualization Workshops for the PhilGEPS Open Contracting Commitment. This workshop aims to build capacities of various stakeholder groups to appreciate and learn how to analyze and visualize contracting data based on their needs. These will be conducted from August to September to capacitate stakeholders to engage and use contracting data published on the PhilGEPS website.
- Conduct of one (1) ideathon with relevant stakeholders for the PhilGEPS Open Contracting Commitment. The ideathon will focus on gathering and executing ideas that focus on how public procurement data can be used and communicated to a diverse set of people. This is planned for August 2020.
- Conduct of three (3) Dashboard Analytics Workshops for the PGSC’s Open Contracting Commitment. These workshops will address the demand from PGSC’s government and non-government stakeholders on how to use dashboard analytics and open contracting data for better management performance. This will be a continuation of reform initiatives started with the European Chamber of Commerce in the Philippines on open contracting. This is planned from August to September.
- Development of a dashboard using COVID-19 negotiated procurement data published in the Government Procurement Policy Board website. This initiative will look into the quality of the contracting data uploaded on the website to come up with a state of open contracting data in the Philippines. Policy recommendations will be drafted to help shape open data policies of government.
- With the visual communications consultant, create of offline and online resources on data appreciation, analytics, and visualization. Given the limitation of conducting face to face workshops, there is a need to develop offline resources that are easy to understand and sharable across different platforms.
Key outputs for this consultancy are as follows:
- Inception report for the conduct of the activities outlined above,
- Attendance in design and coordination meetings with Hivos, PhilGEPS, ECCP, and PGSC for all the workshops enumerated above,
- Consolidated activity reports for the conduct of the Data Appreciation, Analytics, and Visualization workshops. This includes the activity design, presentations, and other relevant documentation,
- Consolidated activity report for the conduct of the ideathon. This includes the activity design, presentations, and other relevant documentation,
- Activity report for the conduct of the Dashboard Analytics workshops. This includes the activity design, presentations, and other relevant documentation; and
- Inputs to the creation and development of offline and online resources on Data Appreciation, Analytics, and Visualization.
Given the scope of work, the consultant can form a team to ensure that the deliverables are satisfied and submitted on time.
Knowledge and experience
- Demonstrated experience in managing events and completing deliverables on time.
- Demonstrated experience in designing, coordinating, and facilitating workshops
- Operational knowledge with spreadsheet applications (LibreOffice Calc, Google Sheets, or MS Excel), Comfortable working with CSVs, spreadsheets, JSON files, etc.)
- Operational knowledge on working with SQL and databases
- Operational knowledge on programming languages such as Python, R, PHP, among others
- Strong supervision and coordination skills
- Able to work independently and take initiatives, but also be a team worker
- Excellent communication skills and ability to create a team spirit in the office
- Excellent command of English, and knowledge of the local dialect is an advantage
- Familiarity with public procurement and open contracting is an advantage
- Previous experience working with the Provincial Government of South Cotabato is an advantage
- Has experience working with civil society organizations and/or actors
