Hivos Southeast Asia seeks qualified Filipino candidates for the position of Consultant – Procurement Data Analytics.

The Consultant – Procurement Data Analytics will work closely with the Open Contracting Program Manager as well as other related stakeholders. The fees are pegged at a maximum of EUR 12,500 and are subjected to 20% withholding tax.

Background

Hivos and ARTICLE 19 are currently implementing the Civic Engagement for Open Contracting program that supports independent journalists, activists, businesses and civic watchdog organizations in their efforts to use contracting data and public revenue flows for public scrutiny, advocacy campaigns and translate it into meaningful information for citizens.

The COVID-19 pandemic highlighted the importance of open contracting.  How the government uses public funds to respond to a public health emergency is important when seen in this light. The Bayanihan to Heal as One Act, the law which governs the country’s budget framework for COVID-19 emergency response, has allowed the use of emergency negotiated procurement to speed up the delivery of services. While this is good for social service delivery, this brings risks: some funds may not be properly used or accounted for.

The Government Procurement Policy Board (GPPB) has taken steps to mitigate the risks, one of which was to require all procuring entities to upload relevant documents in the GPPB portal[1]. As 30 June 2020, the GPPB online portal has made more than 2,000 purchase orders and notices of award worth around Php 6 billion (~100 million euros) publicly available.  This amount will increase as procuring entities submit their documents to catch the September 2020 deadline.

Despite the availability and accessibility of documents, a quick examination Purchase Orders uploaded on the website are in PDF or JPEG files. Hence there is a need to generate and present the procurement data fairly by presenting each specific item, not just each purchase order. This process needs strict data collection, data cleaning, data quality control, and academic documentation, even before fancy analytics or dashboard development can be done.

Aim of the job

The Consultant – Procurement Data Analytics for COVID-19 look into the state of COVID-19 procurement data by downloading, encoding, cleaning, and analyzing a significant number of transactions posted on the GPPB portal, which will be used as basis for a research report that can be used for policy and practice changes.

Functional context

The Procurement Data Analytics Consultant will work in close coordination with the Open Contracting Program Manager.

Roles and responsibilities

The Consultant – Procurement Data Analytics for COVID-19 will take the lead in implementing key activities that will result to the following outputs:

  1. Downloading, encoding, cleaning, and analyzing a representative sample size of procurement transactions from the GPPB Online portal;
  2. A research report on the state of public procurement data on COVID-19 emergency negotiated procurement; and
  3. The conduct of an online public presentation to discuss the research paper.

Given the scope of work, the consultant can form a team to ensure that the deliverables are satisfied and submitted on time. This opportunity is also open to organizations.

Knowledge and experience

  • At least 5-7 years of research experience
  • Demonstrated experience in managing projects and completing deliverables on time.
  • Has experience working with civil society organizations and/or actors
  • At least a Bachelor’s degree in a related field, Masteral degree is an advantage
  • Strong supervision and coordination skills
  • Able to work independently and take initiative, but also a team worker
  • Excellent communication skills and ability to create a team spirit
  • Familiarity with public procurement and open contracting
