Local Government Technical Support Consultant

Hivos Southeast Asia seeks qualified Filipino candidates for the position of Local Government Technical Support Consultant.

The Local Government Technical Support Consultant works closely with the Open Contracting Program Manager as well as other related stakeholders. The fees are pegged at EUR 8,000 and are subjected to 20% withholding tax.

Roles and responsibilities:

  • Develop a webpage in the province’s website to hold and show machine-readable procurement data as well as some data analysis and presentation of the procurement datasets;
  • Obtain documents and data points related to public procurement/contracting in the province, including but not limited to: querying data from the province’s local procurement system, downloading documents from websites, and using physical/hard-copy documents from 2017 to the present;
  • Convert the obtained procurement documents and data points into machine-readable formats;
  • Upload machine-readable procurement data in the province’s website.
  • Supervise and mentor a small group of interns who will help in doing tasks 2-4;
  • Provide capacity building workshops based on the needs identified by the target stakeholders related to developing data portals and web applications; and
  • Draft and submit monthly reports that highlight the progress, implementation gaps, and recommendations for action.

Knowledge and experience 

  • Bachelor’s degree, preferably a Computer Science or Information Technology Graduate
  • Operational knowledge with spreadsheet applications (LibreOffice Calc, Google Sheets, or MS Excel), Comfortable working with CSVs, spreadsheets, JSON files, etc.)
  • Operational knowledge on working with with SQL and databases
  • Operational knowledge on programming languages such as Python, R, PHP, among others
  • Strong supervision and coordination skills
  • Able to work independently and take initiatives, but also be a team worker
  • Excellent communication skills and ability to create a team spirit in the office
  • Excellent command of English, and knowledge of the local dialect is an advantage
  • Familiarity with public procurement and open contracting is an advantage
  • Previous experience working with the Provincial Government of South Cotabato is an advantage
