Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Functional Context
The three-year Flores Empowerment for Agricultural Sustainability and Transformation (FEAST)! program (“Program”) aims to achieve enhanced food security, long-term food sustainability, and overall physical health of the people in eight districts in Flores Island, East Nusa Tenggara Province of Indonesia. This will be achieved through providing women and men farmers with sustainable farming practices and climate-smart agricultural technologies, supporting these farmers with capacity building on essential nutrition, alternative local crops, food preparation and processing, and access to local food marker, so that they will be able to increase crop yields, improve food availability and stability, and improve overall nutrition of themselves and their family member.
The Program targets 28,040 direct beneficiaries, which consists of 8,000 farmers (with the minimum of 50% women farmers) benefit from sustainable agriculture practices/CSA, GALS/FALS, diversified and nutritious food options, and financial literacy, 40 Village Champions benefit from training of trainers (sustainable agriculture practices/CSA, GALS/FALS, diversified and nutritious food options, and financial literacy), and 20,000 family members benefit from first-hand knowledge on diversified and nutritious food options. Furthermore, 10,000 indirect beneficiaries of local community members and the public benefit from knowledge on diversified and nutritious food options.
The Monitoring, Evaluation, and Learning Officer (MEL) is a key role within the Program, focusing on the strategy and implementation of monitoring, evaluation, and learning (MEL) responsibilities functions. The MEL ensures the Program’s progress, learning, and outcomes are accurately collected, documented, and analyzed while fostering strong coordination with partners. This Labuan Bajo-based position is critical for effective program execution across eight districts in Flores Island as the program locus
Roles and responsibilities
- Monitoring, Evaluation, and Learning (MEL)
- Co-design the MEL Plan with PM and Humanis DMEL
- Deploy and oversee the implementation of MEL Plan to track Program outcomes and impact.
- Coordinate with the partners to ensure the field data collection is consistent, accurate, and timely.
- Analyze Program data to generate insights and recommendations for adaptive management.
- Support the PM to prepare and submit Program reports, highlighting key achievements, challenges, and lessons learned.
- Ensure timely and high-quality reporting of activities managed by the Program team and partners contracted by Humanis
- Support Information, Communication, and Learning Activities
- Support the Engagement Officer (ENG) on the implementation of donor’s volunteers’ activities (190 DBS volunteers with total 1200 volunteering hours)
- Support ENG by providing information from Program implementation site for:
- Development of impact stories/press release to be published every quarter (4 impact stories per year, total 12 impact stories)
- Development digital content and collaborate with donor team on digital content (every 2 weeks throughout the Program implementation period)
- Support ENG by providing information for contributing in reporting 10,000 individuals reached through local campaign on food and nutrition including digital campaign
- Support ENG in implementing knowledge sharing activities, including but not limited to:
- 2 strategic discussions on food and nutrition with key stakeholders at the national level (Year 1 and Year 2)
- 1 national-scale seminar on local food diversification (Year 3)
- 1 learning workshop and reflective session to assess program performance and share best practices among partners (Year 1 to Year 3)
Knowledge, experiences and competencies
This is a mid-level position for Indonesian:
- Having respect for a humanitarian or humanist principle and willing to work in a non-discriminating, neutral, impartial and gender equal environment.
- Knowledge:
- Expertise in monitoring and evaluation frameworks, particularly in sustainability, food system, and gender-sensitive programming.
- Experience in deploying, using, and teaching others to use monitoring and evaluation plans and tools
- Strong understanding of donor reporting requirements and communication protocols.
- Familiarity with digital tools and platforms for data management and analysis.
- General knowledge of the relations between climate change, agriculture, food system, and empowerment of women in rural setting.
- Experience:
- Minimum of five years of relevant working experience, preferably in monitoring, evaluation, and learning
- Proven track record of developing data-driven insights and reports for donors.
- Competencies:
- Relevant degree or equivalent professional experiences in development studies, gender studies, sustainable development, agricultural studies or another relevant field.
- Excellent verbal, writing and communication skills in English and Bahasa Indonesia
- Excellent communication, networking, relationship-building, and negotiation skills.
- Strong analytical and data interpretation skills.
- Proficiency in data visualization and reporting tools.
- Ability to manage multiple priorities and deliver high-quality outputs under tight timelines.
- Job skills: project management, monitoring, evaluation, and learning.
