Program Manager Green Energy
Hivos seeks qualified candidates for the position of Program Manager Green Energy.
Aim of the job
Hivos program focuses on two main themes: Open and Green Society. The Program Manager Green Energy will operate within the framework of the Green Energy team in Jakarta office and in the Netherlands.
The long term objective of this campaign is a worldwide switch to 100% renewable energy to reduce climate change and to assure access to energy for all. This implies a reduction of energy consumption in high income regions and an increase in access to renewable energy for poor men and women in developing countries to alleviate poverty, improve living conditions and propel economic development. More than 1.5 billion people are currently without access to electricity and nearly 2.4 billion people still use traditional biomass fuels for cooking and heating, causing severe health problems and the death of 1.9 million people per year from indoor pollution.
The Green Energy’s objectives are to improve access to sustainably produced energy for cooking, lighting and productive activities by means of promoting entrepreneurship/private sector development; public-private and multi-actor initiatives. .
In Indonesia, Hivos has supported civil society organizations working on improved cook stoves, electricity provision with micro hydro installations, energy kiosk and solar powered pump for irrigation. Hivos has also started the BIRU (Biogas Rumah) program in 2009 that has built more than 24,000 bio digesters in all over Indonesia since then. As part of the 100% renewable energy campaign, in 2010 Hivos also started the Sumba Iconic Island initiative which aims to provide access to reliable renewable forms of energy to the population of this island, and in doing so, ending their dependency on fossil fuels and support development and economic activities of the local population.
With years of experience working with partner organizations to establish access to sustainable energy in developing countries, Hivos is convinced that converting to sustainable energy while combining poverty reduction, is possible on a large scale. The results of the Iconic Island initiative should become an example for other parts of the world.
Functional Context
The Program Manager will provide senior leadership and be responsible for the overall management including planning, implementing and monitoring of the Green Energy project. The position is Jakarta-based with frequent travel to implementation locations within Indonesia.
Roles and responsibilities
- To lead and supervise the work of Indonesia Domestic Biogas Program (IDBP) known as Biogas Rumah (BIRU) and SII team members and local partners (both in Jakarta and in the regions) including identify and resolve problems as needed and ensure that they stick to their job descriptions, program guidelines, budgets, implementation plans and targets committed to donors.
- Support the recruitment of program staffs at national and provincial level and to assist in the preparation of Terms of References for consultants and program activities.
- Establish and foster good coordination and positive relationship among stakeholders (government, NGOs, private sector, cooperatives) and maintain a network to support the development of a renewable energy sector and in charge for issuing cooperative agreement between Hivos and government.
- Assist in research, studies and surveys and evaluation activities. Ensure that the survey and research results are of a quality which ensures a sustained stream of carbon credits.
- Contribute to the efforts of creating an inclusive transformational change in renewable energy sector in Indonesia through evidence-based policy influencing.
- To ensure the management of Hivos’ energy portfolio grant making and direct implementation in Hivos’ management system Osiris or All Solutions and other project management platform as required by donor.
- Coordinate production of Program Implementation and Learning documents and make sure that data collection MIS are followed timely and accurately.
- Responsibility to develop progress narrative report and check financial reports before being submitted timely to donors.
- Lead regular biogas Carbon Monitoring, Reporting & Verification activities in cooperation with consultant(s) in the Energy and Agriculture domains, under the Gold Standard certification. Part of this will be the improvement of the IDBP database and data collection protocols and an integrated effort to ensure 100% quality control and improved after sales services.
- To roll out new innovative initiatives that are relevant to Hivos renewable energy program development, such as but not limited to expansion of work areas including its fundraising strategy.
- To represent Hivos Southeast Asia in (technical) meetings in Indonesia and other countries when needed.
- To contribute to Hivos overall organizational and policy development.
Knowledge, experiences and competencies
- A degree in relevant field (renewable energy, social entrepreneurship, climate change, environment, community development).
- An excellent understanding of energy project development particularly small-scale.
- Profound understanding of the socio-economic aspects, including gender, of development projects.
- Professional written and verbal communication skills including public speaking in English and Bahasa Indonesia.
- Show successful track record working in and within multidisciplinary team.
- Minimum 5 years of professional experience in program design, management and evaluation.
- Strong interpersonal communication and negotiation skills to effectively interact with donors, civil society organizations, government officials and community.
- Sound experience in managing partnerships and multi actor initiatives.
- Good understanding of and strong affinity with civil society, in particular with non-governmental organizations.
- Previous working experience in an international environment/organization would be an advantage.
- Having respect for humanitarian or humanist principles and willing to work in a non- discriminating, neutral, impartial and gender equal environment.
- Willing to travel and stay at Sumba (up to one quarter of the time) and other places in Indonesia for related meetings.
