Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis) is a Jakarta-based non-profit development organization across Southeast Asia. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, and influence decisions. Background

The Collective Care Fund (CCF), hosted by Humanis, aims to establish a transformative feminist funding mechanism and ecosystem to advance inclusion, gender equality, sustainability, and social justice in Indonesia.

Gender inequality remains a persistent challenge that undermines social progress and sustainable development. In Indonesia, deep-rooted structural barriers continue to hinder women’s full participation in social, economic, and political life. Despite this, there are a vibrant array of feminist and women’s rights organisations (WROs) across Indonesia. They are the driving force for systemic change, but are under-resourced and isolated, and now at further risk from aid cuts and shrinking civic space.

The Collective Care Fund will respond to this by strengthening the resilience and impact of at least 84 feminist initiatives through grants, capacity-building and fostering a network for learning, exchange and collaborative action. Through this, we support advocacy and initiatives that respond to women’s priorities and demands for gender-transformative policy, practice and financing. In parallel, we work to foster a more enabling ecosystem for feminist groups in Indonesia, leveraging additional funding and support through partnerships and awareness-raising.

We will implement this through an inclusive, feminist approach, including tried and tested participatory grant-making models to share power and ensure the voices of marginalised groups are heard. This builds on Humanis experience setting up and operationalising similar transformative funds that redistribute resources and support rightsholders on the frontline.

Humanis has a five-year vision for the Collective Care Fund. Support from a donor will contribute to the first three-year period. During this time, Humanis will focus on building sustainability by mobilizing additional funding sources and securing long-term commitments from decision-makers to ensure lasting impact.

 

Objective

The baseline study will generate foundational insights to inform the implementation, monitoring, and adaptive management of the Collective Care Fund. Specifically, the study aims to:

  • Map the current feminist funding landscape in Indonesia, including key funding flows, mechanisms, actors (e.g., donors, intermediaries, and grantee organizations), and critical funding gaps. This includes identifying barriers and opportunities to expand and sustain feminist financing.
  • Assess the capacities, needs, and priorities of Women’s Rights Organizations (WROs) and feminist groups targeted by the program, with attention to their organizational resilience, programmatic focus and/or gender justice/ feminist agenda, leadership structures, access to funding, and ability to engage in advocacy and movement-building.
  • Conduct stakeholder mapping and analysis to identify and analyze key actors—across public institutions, private sector, civil society, donors, academia, and faith-based groups—who influence or are influenced by feminist funding and gender justice. The analysis will also explore opportunities for co-funding, strategic partnerships, and multi-stakeholder collaboration in support of CCF objectives.
  • Establish baseline values for the program’s key performance indicators, as articulated in the Collective Care Fund baseline topics (please see the table below). These benchmarks will serve as a reference point for ongoing monitoring and the final evaluation of program impact.
  • Provide actionable recommendations to support:
    • A strategic business development plan that ensures the long-term financial sustainability of the Collective Care Fund, including diversified funding streams and models.
    • A communication and advocacy strategy to amplify the role and visibility of feminist groups, mobilize support for feminist funding, and influence relevant policy and institutional stakeholders

 

Qualifications and Experiences :

Ideally, the team of consultants should consist of at least:

  • Team Leader (Evaluation Expert). The Team Leader should be an evaluation expert with a minimum of 10 years of professional experience in conducting evaluations for national-level programs. They will be responsible for developing the Evaluation Plan, overseeing its effective implementation, and ensuring the delivery of a high-quality final report. While not required to be a technical expert in the specific sector or thematic area, the Team Leader must be able to lead the evaluation team effectively, coordinate diverse roles and responsibilities, and leverage the expertise of the team to ensure comprehensive, credible, and well-founded results. Familiarity with and application of feminist and participatory research methodologies, and a strong commitment to ethical and inclusive engagement with diverse stakeholders, is essential.
  • Thematic Expert (Gender Justice, Care Economy, Feminist Organizing, or Social Protection). The Thematic Expert should have a minimum of 7 years of experience in research, programming, or policy advocacy related to one or more of the following areas: care economy, feminist and women’s rights organizing, or social protection systems. They will be responsible for ensuring the technical accuracy and contextual relevance of the baseline assessment in relation to the thematic focus of the Collective Care Fund. The Thematic Expert must have strong knowledge of intersectional gender analysis and be able to contribute to the design of research tools and analysis frameworks. Familiarity with feminist and participatory research approaches is essential, along with an ability to engage meaningfully with community-based actors, grassroots organizations, and marginalized groups.
  • Research Specialist (Qualitative and Quantitative). The Research Specialist should have a minimum of 5 years of experience in designing and implementing qualitative and quantitative research, preferably in the field of gender equality, social development, or public policy. They will lead the development of data collection tools, ensure data quality and consistency, and contribute to data analysis and reporting. The specialist must demonstrate a strong understanding of ethical research practices, with experience in working with vulnerable populations. Proficiency in statistical and qualitative data analysis software is expected. A background in feminist research methodology and the ability to adapt tools to diverse and culturally sensitive contexts is essential.
  • Field Research Coordinator/ Local Research Assistant(s). The Field Research Coordinator or Local Research Assistant(s) should have in-depth knowledge of the local context and fluency in relevant local languages. They should have at least 3 years of experience in conducting fieldwork, coordinating with community-based organizations, and facilitating inclusive data collection processes. Their role includes supporting logistical arrangements, facilitating interviews and focus group discussions, and ensuring that research activities are conducted respectfully and ethically. Familiarity with community-led and participatory research techniques is highly desirable, especially in engaging women, non-binary, and marginalized groups in safe and empowering ways.

ETHICS AND CONFLICT OF INTEREST

The consultant shall comply with the principles stipulated in the Humanis Safeguarding Policy to ensure the assessment processes are promoting and protecting people’s health, well-being and human rights, and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures and activities seeking to address the welfare of staff, partner organization(s) and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation and applying research ethics that ensure and acknowledge respondents’ rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.

 

GENERAL CONFIDENTIALITY AND ANONYMITY STATEMENT FOR DATA COLLECTION

To ensure that all data collection processes conducted by Humanis are carried out in accordance with the principles of transparency, the protection of participant rights, and the legal framework in Indonesia—particularly Law No. 27 of 2022 on Personal Data Protection—Humanis has developed a General Confidentiality and Anonymity Statement for Data Collection. This statement outlines key principles such as the purpose of data use, identity protection, participant rights, data security, and the legal basis for data processing.
