
Consultant to Facilitate Gender Responsive Planning and Budgeting (GRPB) Workshop and Mentoring for Sustainable Fisheries and Coastal Management

Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, and the Philippines.
Humanis seeks qualified candidates for the position of:
Title : Consultant to Facilitate Gender Responsive Planning and Budgeting (GRPB) Workshop and Mentoring for Sustainable Fisheries and Coastal Management

Duration : 5 months (June to October 2025)
Guiding Principles
The consultant shall comply with the principles stipulated in the Humanis Safeguarding Policy to ensure the assessment processes are promoting and protecting people’s health, well-being and human rights, and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures and activities seeking to address the welfare of staff, partner organization(s) and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation and applying research ethics that ensure and acknowledge respondents’ rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.
Background
The Fisherfolk Empowerment for Climate Resilience and Sustainability (FOCUS) program aims at building a sustainable food system for the fisherfolk community in five districts in Central Java (Batang, Kendal, Semarang, Demak, and Jepara) through integrated coastal management. This program is supported by The Norwegian Agency for Development Cooperation (NORAD) and is the result of co-creation process between Hivos, Yayasan Humanis dan Inovasi Sosial (Humanis), Koalisi Rakyat untuk Keadilan Perikanan (KIARA), Pusat Kajian Sumberdaya Pesisir dan Lautan, IPB University (PKSPL-IPB), and Wahana Lingkungan Hidup Indonesia (WALHI). Within the four years of project period (15 December 2022 – 15 December 2026), the advocacy, awareness raising, and capacity development will be provided in cooperation with local authorities and other stakeholders to implement the activities under four outcomes:
- Inter-sectoral coordination platform produced policy recommendation/draft of policies/other legal documents on integrated coastal management for a sustainable food system
- Local stakeholders apply improved/adaptive sustainable fisheries and coastal management to mitigate disaster risk & impact of climate crisis
- Sustainable and inclusive livelihoods opportunities for coastal communities are promoted, particularly among women and the youth
- Public increased their understanding and engagement on sustainable management of marine and coastal assets (fisheries, mangroves, reefs) and climate crisis
Scope of Work
The consultant’ (team) will support FOCUS to:
- Facilitate GRPB workshops involving participants from diverse groups from the nine FOCUS target villages
- Develop a practical module on GRBP that can be used as a reference, not only for the FOCUS target group, but also for a wider audience.
- Advise the FOCUS team on the selection of five villages for further mentoring
- Facilitate and assist five selected villages in developing gender-responsive government planning and/or budgeting documents in accordance with the FOCUS’ objective through multistakeholder dialogues
- Work closely with the FOCUS team (Humanis and partners) in implementing the activities.
Qualifications and Experiences :
The consultants can either be a firm or a team of specialists. The following are the collective selection criteria for the institution or a team of consultants:
- Good understanding of Gender Equality and Social Inclusion (GESI) issues and the government planning and budgeting cycles
- Solid experience and proven track record of carrying out similar learning activities, including the use of adult education (andragogy) method or other methods alike
- Good understanding of climate change and integrated coastal management issues is preferred.
- Excellent reporting and communication skills.
